What is the National AI Research Resource?
The National Artificial Intelligence Research Resource (NAIRR) represents a transformative vision for democratizing AI research in the United States. Currently in its pilot phase, this shared national research infrastructure brings together federal agencies and non-governmental partners to provide unprecedented access to the computational resources, datasets, models, and training that researchers, educators, and students need to advance AI innovation.
NAIRR: From Vision to Reality
2020 — The Beginning
The NAIRR concept originated with the National AI Initiative Act of 2020, passed within the National Defense Authorization Act for Fiscal Year 2021, which established a task force co-chaired by the White House Office of Science and Technology Policy and the National Science Foundation. This bipartisan effort aimed to create a roadmap for democratizing access to AI resources across the United States.
2023 — Task Force Recommendations
After extensive consultation with experts from government, industry, academia, and civil rights organizations, the NAIRR Task Force released its final report in January 2023. The report laid out a comprehensive plan for implementing a national AI research infrastructure.
2023 — Presidential Mandate
President Biden’s Executive Order 14110 on Safe, Secure, and Trustworthy AI directed the NSF to launch the NAIRR pilot within 90 days, accelerating the timeline for this critical infrastructure.
2024 — Pilot Launch
On January 24, 2024, the NSF officially launched the two-year NAIRR pilot program, marking a historic moment in democratizing AI research access.
2025 — Current Status
The NAIRR pilot is now fully operational, having supported over 460 projects across 48 states. The pilot continues to expand, with new resources and partners joining regularly. Congressional efforts are underway to establish NAIRR as a permanent program with sustained funding, recognizing its critical importance to U.S. competitiveness in AI.
